The DEEP, OVHcloud and Clever Cloud Consortium Selected for the Sovereign Cloud of the European Institutions

The consortium formed by DEEP by POST Luxembourg Group, OVHcloud and Clever Cloud today announces on 17 April 2026 its selection by the European Commission following a major public tender aimed at providing sovereign cloud services to the institutions, bodies and agencies of the European Union.
This contract, with a ceiling of €180 million over six years, represents a key milestone in the concrete implementation of Europe’s digital sovereignty strategy

A tangible response to sovereignty challenges and a benchmark for the European cloud ecosystem
At a time of increasing dependence on non-European technologies, this decision illustrates the ability of these three players to deliver concrete, competitive solutions aligned with the values of the European Union.
Through this selection, the Commission demonstrates that technological performance and strategic control can go hand in hand. It has opted for a multi-provider model designed to strengthen resilience and avoid dependency on a single supplier.

A European consortium serving the EU’s strategic autonomy
The selected consortium brings together leading, complementary European players that meet the highest requirements in terms of sovereignty, security and performance.
More specifically, OVHcloud provides, through its OPCP platform, a standardised, operational and high-capacity cloud solution, designed to deliver massive computing resources and to enable rapid large-scale deployment thanks to OPCP Core.
Clever Cloud contributes an advanced orchestration layer, including PaaS, containerisation and managed services, enabling complex environments to be managed, automated and unified. This approach makes it possible to deploy hybrid architectures combining public cloud, private cloud and dedicated infrastructures with a high degree of flexibility.
Finally, DEEP contributes not only its hosting capabilities but also its expertise in cloud computing, cybersecurity and artificial intelligence.

A strong signal for Europe’s digital future
This framework raises the bar for sovereignty requirements, encourages the adoption of European standards and paves the way for more balanced competition in the cloud and AI markets.
The selection also reflects strict alignment with the European Commission’s Cloud Sovereignty Framework, which sets demanding requirements in terms of strategic and legal control, European security and compliance, transparency of dependencies, technological openness and environmental performance.
